There are over 2,800 cards to collect in "Yu-Gi-Oh! 5D's World Championship 2009: Stardust Accelerator," with most cards available only as part of card packs. There are a few card packs available to purchase in the beginning of the game, but most cannot be purchased until they are unlocked by completing certain in-game actions. The Enemy of Justice pack is a locked pack that can only be purchased after you have dueled and defeated certain duelists multiple times. Unlocking the pack can be tough, but it is the only way to get rare cards such as Voltanis the Adjudicator.

Select "Story" mode from the main menu.

Once you are in the game's story mode, travel to the Satellite City slums.

Duel and defeat Oda, Anna, Roy, Guide, Sekizato, Fight, Tasaka, Buffer, Krue Hoym,
Utagawa and Michiba three times each. All of the duelists can be found throughout the Satellite City slums and must be defeated in "Story" mode to unlock the Enemy of Justice pack. Once you have defeated each duelist three times go to the card shop to purchase the pack.
