In "Pokemon SoulSilver," you can take the Magnet Train from the region of Johto to the region of Kanto. The Kanto Magnet Train Station is in Saffron City and the Johto Station is in Goldenrod City. To use the Magnet Train, you first need a Magnet Train Pass. Thankfully, the girl who gives you the Magnet Train Pass is also in Saffron City.

Instructions

      Travel to Saffron City in Kanto. Enter the Copycat's house and go up to the second floor.

      Speak with the Copycat. She will mention that she is missing an item.

      Travel to Vermillion City and speak with the president of the Pokeman Fan Club. He will give you a Pokedoll.

      Travel back to Saffron City and talk to the Copycat. Give her the doll. In exchange for the doll, she will give you the Magnet Train Pass. You can now travel between Johto and Kanto with ease.
