How to Get Latios to Start Appearing in SoulSilver

Latios is a rare Legendary Pokemon that only appears in a few games in the series, including "Pokemon SoulSilver." Like other Legendary Pokemon, Latios is not available until the completion of the game's main storyline and completion of the national Pokedex, however there are side quests you must finish while playing the game to get Latios to appear at the end. If you missed these side-quests the first time around, you can go back and complete them at your leisure.

Instructions

  Defeat the Elite Four to complete the game's storyline. Choose your highest level Pokemon and strongest attacks to defeat their Pokemon teams and finish the story.

  Encounter one of every species in the Hoenn region to complete the national Pokedex. You only need to have an encounter with the Pokemon; you do not have to defeat or capture it. Check your Pokedex from your trainer menu to see which Pokemon you are missing.

  Restore power to the Power Plant in Kanto if you have not already. Talk to the engineer in the Power Plant to find out about the missing machine part and confront the Team Rocket Grunt in the Cerulean City Gym to get back the component. Return to the Power Plant to return the component.

  Talk to the Copycat Girl in Cerulean City to inquire about her lost Clefairy doll. Travel to the Pokemon Fan Club in Vermillion City to retrieve the doll from a fat man inside the club.

  Exit the Pokemon Fan Club with the Clefairy doll to be approached by Steven. He will tell you that Latios is now available somewhere in the region. From this point onward you have a small chance to randomly encounter Latios anywhere that wild Pokemon encounters can occur.
