How to Start the Power Plant Mission on SoulSilver

The Power Plant side quest in "Pokemon SoulSilver" can be begun once you have completed the main game and defeated the Elite Four. After that, you can access the land of Kanto, where the Power Plant is located. To begin the quest, you simply need to enter the Power Plant and talk to the worker. To get to the Power Plant, you will need a Pokemon that knows the battle move "Surf," so you can cross the body of water separating the Power Plant from other areas.

     Travel to the entrance to Rock Tunnel, and use a Pokemon that knows "Surf" to travel on the water toward the right of the entrance.

     Head as far south as you can, and then head all the way to the left -- battling or fleeing from any Pokemon you encounter.

     Enter the Power Plant, and speak to the worker. He will mention that the Power Plant cannot operate, because it is missing a crucial piece of machinery. Now you can begin the Power Plant mission.
