The "Pokemon" series features dozens of games, each building upon the last generation. In "Pearl" and "Diamond," players spend half the game on the continent of Sinnoh. Here, they can find an elderly woman who teaches happy dragon Pokemon the skill Draco Meteor. This is one of the most powerful moves in the game, and only dragons with maxed out happiness can learn it. She doesn't charge anything and she is not hard to find.

Travel to Route 210, which is east of Celestic Town, west of Route 215 and north of Solaceon Town.

Walk to the northeast corner of Route 210. Here you'll find a small house nestled against the cliff side.

Enter the house and speak with the elderly woman. If you have a dragon Pokemon with maxed out happiness, she'll teach it Draco Meteor.
