Instructions
Go to the Lake of Rage in the north of Johto and talk to the man looking at the sign there. Go south to Mahogany Town and go to the shop. A character called Lance will reveal that the shop is actually the entrance to a Team Rocket hideout and show you the entrance.
Battle through the Team Rocket Grunts in the hideout. Disable the computer in the south of the hideout to turn off the statue traps. Go down the stairs and you will meet Team Rocket Executive Petrel, who will challenge you to a battle.
Defeat Petrel, who has a Level 22 Zubat, a Level 24 Raticate and a Level 22 Koffing. Go up the northern set of stairs and you'll face Executive Ariana and a Team Rocket Grunt. Ariana has a Level 25 Arbok, a Level 24 Gloom and a Level 27 Murkrow, while the Grunt has a Level 17 Drowzee and a Leve 20 Grimer, but you will be joined by Lance who has a Level 40 Dragonite.
Beat the three Level 22 Electrodes powering Team Rocket's generators and leave the hideout. Go to the Mahogany Town Pokemon Gym and take on the Gym Leader, Pryce. He uses a Level 30 Seel, a Level 32 Dewgong and a Level 34 Piloswine, which are all Water or Ice-type Pokemon, so use Electric and Grass-types to beat them.
Leave the Gym and you will get a call from Professor Oak saying that Team Rocket have taken over the Radio Tower in Goldenrod City.
Use a Pokemon's "Fly" move to get to Goldenrod City quickly, and go through one of the entrances on the west side of town to the Goldenrod Underground.
Talk to the Team Rocket Grunt at the north end of Goldenrod Underground, and he will give you a Team Rocket suit so that you can sneak into the Radio Tower.
