This requires quite a bit of level grinding some players do not have the patience for.   Start your game and hold down the "L" button on your Nintendo DS.

  Open your inventory. Inside you find 100 Ultra Balls. These balls represent the level of Pokemon you encounter. With 100 in your inventory, Wild Pokemon who attack you will be 100. Discard the balls until the level number equals the level of Pokemon you wish to encounter.
