Action Replay
The Action Replay is a code device developed by CodeJunkies for use with the Nintendo DS. Using the Action Replay is fairly simple. Insert the "Pokemon SoulSilver" cartridge into the Action Replay and then connect the device into your Nintendo DS as you would any game. When the Action Replay code screen appears, input any codes you wish to use in the game.
All Key Items
The "All Key Items" code automatically places all the items you need to locate the various Legendary Pokemon such as "Oak's Letter" or the "Silver Feather." With the item in hand, you can then battle and capture the Pokemon yourself as opposed to placing it into your party. As this method involves battling and capturing the Legendary Pokemon, it is not as frowned upon as other codes. The code is:

Wild Pokemon Modifier
This code changes the type of Pokemon found in the wild. This code will also give you 493 Masterballs and 100 Ultraballs. To use this code, note the Pokedex number of the Pokemon you wish to encounter, then discard Masterballs until it equals the Pokedex number. Do the same with the Ultraballs, indicating the level at which you wish to battle the Pokemon. For example, if you wish to encounter a Level 10 Lugia, you would discard Masterballs until you had 249 left, as that is Lugia's number. Then, you would discard Ultraballs until you have 10 left, indicating that you want to battle it at Level 10. The code itself is:
