Play the game until you have completed the main storyline. It is impossible to do the Forest Dungeon without completing the game first.
Complete the Mystifying Forest Dungeon. This dungeon appears directly after the credits role, and completing it gives you access to the Luminous Spring, which is where evolution takes place.
Press the X button then tap the Team option with your stylus. Select "Eevee" and then select "Summary." On the last page next to "Evolution," the screen will show how ready your Eevee is to evolve. If it shows "Possible Now," everything is set for it to evolve. "Not Possible Now" means you still need to fulfill some requirements.
Bring your Evee's IQ up by feeding it gummis, which are available from the shops. The IQ is shown on the first page of Pokemon summary. Eevee only needs one star to be ready for evolution.
Get an item called the Lunar Ribbon. You should have one already by the time you complete the game because they are found inside random treasure chests. If you do not have one yet, play through the Mystifying Forest Dungeon again and buy one from the Kecleon shop that randomly appears. Alternatively, scan through the random missions available at the guild until you see one that has a Lunar Ribbon as reward.
Exit town by walking down from the guild and turning right. Once you reach the edge of town, a menu will appear asking you where you want to go. Select "Luminous Spring." Select "Yes," and you will be taken there directly.
Select "Evolve" from the menu when you arrive at the spring. Select "Eevee" from the list when asked which Pokemon you want to evolve. Select "Umbreon" from the list when asked into what you wish to evolve it.
Click "Yes" when asked if you accept that the Lunar Ribbon will be consumed. You will see a short animation of Eevee running into the light and changing into an Umbreon. Enter a nickname when prompted to identify your new Umbreon. The game will then automatically return you to town.
