Download the "No$gba" emulator (also known as "NoCashGba").
Search the Internet for a "Pokemon SoulSilver" ROM. This is the file that will let you play the game, and there are many copies available online.
Open "No$gba." When prompted, find the folder containing the "SoulSilver" ROM and tell "No$gba" to open it.
Click the "Utility" button at the top of the "No$gba" window.
Click "Cheats."
Click "Add New."
Navigate to a search engine and search for the Action Replay code you want. The emulator simulates the presence of an Action Replay device, which is a cartridge that is used with a Game Boy or Nintendo DS and is the only way to cheat on "Pokemon SoulSilver." There are many codes available for each Pokemon game, many of which would be stored in an Action Replay device. For use with an emulator, you will have to use the online player-generated databases, such as those at "Neoseeker," "SuperCheats" or the FAQ section of the IGN site, to find the codes you want.
Write the code you've found on a piece of paper.
Return to the "No$gba" screen and type the desired code into the largest window to the left of the "OK" and "Cancel" buttons. Check the "RAW" box and push the button next to "Action Replay DS." You can add a name for the code in the box above "Action Replay DS." When done, press "OK."
Check the box next to the cheat you have just added and press "OK" on the "No$gba Cheats" screen You will be returned to your game.
Look at the website database entry for the code in question, and follow any necessary instructions to activate the code. Some cheats require you to press a button combination to activate the cheat, while others will activate instantly.
