How to Get a Lugia Encounter

  Defeat the five Kimono Girls. Each Kimono Girl has one of the five following evolutions of Eevee at level 38: Jolteon, Flareon, Umbreon, Espeon and Vaporeon. You must defeat all five Kimono Girls in a row without visiting a Pokemon Center or changing your lead Pokemon while you are battling them.

  Obtain the Silver Feather by beating Team Rocket. Once you defeat Team Rocket, go to the Goldenrod City Radio Tower to find the director. Talk to him and he will give you the Silver Feather, which will allow you to find Lugia.

  Go to the Whirl Islands, which are located between Olivine City and Cianwood City. Use HM 6 Whirlpool to cross the whirlpool. Enter the cave and travel further down by climbing down ladders. Deep in the Whirl Islands, you will encounter Lugia at level 45.

  Defeat the eight gym leaders in Johto to obtain the eight Johto badges. Go to Kanto and get the eight Kanto badges from the eight gym leaders in the region. After you have all sixteen badges in your Trainer Card, talk to Professor Oak.

  Get the Rainbow Feather by beating the Kimono Girls and by foiling Team Rocket's plans. Team Rocket planned to use the Radio Tower to communicate with its missing boss, Giovanni. Defeat every Rocket Grunt in the Radio Tower to foil Team Rocket's plans.

  Talk to the director of the Goldenrod City Radio Tower, and he will give you the Rainbow Wing. Go to the top of the Tin Tower in Ecruteak City, and capture or defeat Ho-oh, which is a legendary Pokemon at level 45.

  Go to Pewter City and talk to the old man walking around the northeast quadrant of the city. He will give you the Silver Feather. Take the Silver Feather to the bottom of the Whirl Islands, where you will encounter Lugia at level 70.
