Enter the radio tower and speak to the Rocket grunt guarding the staircase. He will tell you only people dressed in a Rocket uniform can get in.
Go to the Goldenrod Tunnel inside the city and head to the northern part, where you'll find a Rocket grunt doing some recruiting. He'll give you a Rocket uniform.
Go back to the tower. The grunt will let you pass, but your rival will suddenly arrive and ruin your cover, forcing you to fight the grunt. When you beat the grunt, he'll run off telling everyone else about you.
Navigate up the tower, fighting grunts and scientists but avoiding them when you can to speed up your ascent.
Talk to what seems to be the owner of the tower when you reach the fifth floor, who is panicking about what to do. When he reveals himself to be Petrel, defeat him in battle and you'll receive the Basement Key.
Leave the tower and go to the south entrance of the Goldenrod Tunnel.
Go to the end of the corridor with the locked door. Open the door with the Basement Key.
Go down the stairs and fight your rival, who will show up again.
Fight the grunts and burglars that occupy the area, and make your way to the colored switches on the wall. Press each one once, starting with the red switch first, then green and blue.
Walk to the southeast exit and finish off the last grunt. Flip the purple switch nearby and head into the storage room area. You'll find the real owner of the tower in the middle of the area. Talk to him, and he will give you the Card Key.
Go northeast and then up the stairs to get to the exit. Exit the area and you will be in the basement of the Department Store.
Leave the store after stocking up on healing supplies and go back to the tower. Go to the third floor, then go all the way to the right, opening the previously locked door with the Card Key.
Battle the grunt you encounter, then go to the fourth floor. Defeat Proton, then go up one floor to face Ariana. After defeating her, go forward to the elevator to get to the top of the tower.
Fight the boss of Team Rocket, Archer. When you defeat him, he'll talk about disbanding Team Rocket and leave. The Radio Director will come up and thank you for saving the tower.
