Gain access to Blackthorn City. You must have completed the events with Team Rocket in Goldenrod City before traveling to Blackthorn. Travel to Mahagony Town and travel east along Route 44. Walk east until you reach the Ice Path. Walk through the cavern to reach Blackthorn City.
Enter the Blackthorn Gym in the north side of the city. Get on the platform. On the platform sits a blue button and two arrows which rotate and move the platform. You need to step on them in a certain order to cross. Step on the left arrow, followed by the blue button twice and then the right arrow to cross the lava field inside. Defeat the two trainers on the other side.
Walk up to the second platform. Step on the up arrow, blue button, right arrow, then the blue button twice and finally the right arrow. Defeat the three trainers on the other side. Get on the third platform. Step on the left arrow, blue button twice, right arrow, blue button, up arrow three times, blue button, right arrow, blue button and then then up arrow twice. This takes you to the last section of the gym.
Defeat the gym leader. Clair fights with a series of water and dragon-based Pokemon. Bring dragon- and ice-type Pokemon to fight off her dragon Pokemon. Use electric attacks to counter her water-based Pokemon.
Travel to the Dragon Den behind the gym. Use "Surf" to cross the water. Enter the cave and go down the stairs. Defeat the trainer inside. Go down to the next level and surf across the water. Go left on the water until you reach the whirlpool. Use the "Whirlpool" skill to cross over.
Ride along the edge until you reach a shore in the bottom-right corner. Grab the Dragon Fang on the ledge. Go back to the entrance of the shrine which you crossed on the way over. Enter the shrine and answer the questions that follow. The correct responses to the questions in order are; "friend," "strategy," "anyone," "love" and "both." Clair enters the shrine and gives you the Rising Badge, the last one in the Johto Region.
