To get to the Arceus event in "Pokemon Lake," you must first progress through all of the gyms and complete the other quests in the game before attempting any of the legendary Pokemon. The Arceus is a legendary Pokemon that fits this mold. In "Pokemon Lake," it is one of the last events that can be experienced. To get the rarest Arceus, the Plasma Arceus, you must walk around for continuously for five hours after defeating the last of the 56 gym leaders.

Defeat the Elite 4.

Defeat the 7 Frontier Brains.

Go to map 6, Lakeshore Village, and enter the secret cave. There you will encounter the Arceus. To catch it you will need a great ball.
