  Connect your computer to your Action Replay via the USB cord that comes with the device.

  Start the Action Replay Code Manager that comes preloaded on a disc and packaged with all Action Replay devices.

  Right-click in the "My Codelists" panel at the bottom-right of the screen. A small list of options will appear.

  Click "Add new cheat." A window will appear.

  Give the cheat a name by typing in the "Name" field and input a valid cheat code for "Pokemon SoulSilver" in the space below that. You can find Action Replay codes listed on several cheat code listing sites, such as Code Junkies.

  Press "OK" to save the cheat code. The changes will automatically be made to your Action Replay card.

Using the Action Replay device with "Pokemon SoulSilver"

  Attach the Action Replay device and "Pokemon SoulSilver" card to your Nintendo DS. The Action Replay peripheral will fit snugly into the Nintendo DS and will have an exposed slot to insert the game's card.

  Load or start a game on "Pokemon SoulSilver."

  Activate the cheat's trigger, if necessary. Many cheats require you to press a series of buttons to activate them once you are inside the game. If a cheat has a trigger to activate it, it will typically be listed next to the cheat's name or in the cheat's description.
