The Master Ball in "Pokemon Soul Silver" is capable of capturing any Pokemon with a 100 percent success rate. Players are awarded their first Master Ball after acquiring all eight Gym Badges and talking to Professor Element. However, the only way to get a second Master Ball is to win one from the lottery at the Goldenrod City Radio Tower. Players must talk to the lottery receptionist, who will reveal five random numbers. If any of your Pokemon's ID numbers match every number, you will be awarded a Master Ball.

Enter Goldenrod city and head north to the intersection.

Head west until you see the Radio Tower, which is a large, dark building. Enter the tower.

Walk over to the receptionist desk and talk to the lady. She will reveal five random numbers and alert you if any of your Pokemon's ID numbers match the numbers she announced. If one of your Pokemon's ID numbers match all five, you will be awarded a Master Ball.
