What Moves Does Lugia Learn As It Levels Up in Pokemon SoulSilver?

Lugia, the Diving Pokemon, is the first legendary Pokemon you encounter in "Pokemon SoulSliver." Lugia lives in the Whirl Islands, east of Cianwood City, under the ground in the Waterfall Basin. You will need to obtain all eight Johto region gym badges before you gain access to this area. After capturing Lugia, your journey takes you to the Kanto region for eight more gym battles and more legendary Pokemon to catch.
  1. Level-Up Moves Learned After Capture

    • When you first meet Lugia it is Level 45. At this point, Lugia has had the chance to learn eight level-up moves and retained four of them, the maximum number a Pokemon can keep. Those moves include Extrasensory, Aeroblast, Rain Dain and Hydro Pump. From Level 46 to Level 100, the highest level a Pokemon achieves, Lugia can learn eight more moves. These include Punishment, Ancient Power, Safeguard, Recover, Future Sight, Natural Gift, Clam Mind and Sky Attack.

    Lugia's Strongest Level-Up Moves

    • Although Lugia is a Psychic- and Flying-type Pokemon, it can learn powerful Water- and Dragon-type moves. When you first meet Lugia, it knows Hydro Pump, a Water-type move it learned at Level 37. This move hits with 120 power and 80 percent accuracy. It is highly effective against Fire-, Ground- and Rock-type Pokemon. Dragon Rush is effective against Dragon-type Pokemon whose only other vulnerability is Ice-type moves, so it's useful to have when fighting Champion Lance at the end of the Johto section of the game. Lugia also has two very strong Flying-type moves. Aeroblast, which it learned at Level 43, delivers a 100-power punch with 95 percent accuracy. Sky Attack, which Lugia learns at Level 99, has Power 140 and 90 percent accuracy.

    Move Maniac

    • Because you catch Lugia when it's Level 45, you miss the chance to let it retain any moves it would have learned up to that point other than the four it currently has. Some of these moves are very strong and you may want them back. Visit the Move Maniac in the house west of the Pokemon Center in Blackthorn City. This man will teach Lugia any forgotten level-up move in exchange for a Heart Scale. Heart Scales are not easy to come by, but you can sometimes find them by smashing light-colored rocks in caves and on beaches.

    Level-Up Moves Specific to Pokemon SoulSilver

    • Lugia appears in several Pokemon games, such as "Pokemon Diamond," "Pokemon Pearl" and "Pokemon Platinum." In "Pokemon SoulSilver," Lugia has all the moves from the previous games, as well as two moves specific to "Pokemon SoulSilver" and "Pokemon HeartGold." "Weather Ball" is a Nomal-type move learned at Level 1 that has Power 50 and 100 percent accuracy. "Dragon Rush," which Lugia can learn at Level 15, is a Dragon-type move with Power 100 and 75 percent accuracy.
