Defeat Kimono Rocket, and then Team Rocket to earn the Silver Feather. Travel to the bottom of the Whirl Islands to encounter Lugia at Level 45. Like all other legendary Pokemon, you must weaken and capture Lugia using a Master Ball or Ultra Ball. Other Pokeballs may also work.
Speak to people in Pewter City until you obtain the Rainbow Wing. Go to the top of the Bell Tower to find Ho-Oh at Level 70.
Enter the basement of Brass Tower to release Suicine into Johto. You will first discover it north of Cianwood City, and then near Mt. Mortar. You will see it in Vermilion City, along Route 14 and finally along Route 25. You cannot capture Suicine until it appears along Route 25. It is at Level 40. If defeated in battle, you can capture Suicine at the Burnt Tower.
Pursue Entei and Raikou, two of the three legendary dog Pokemon that are released after you enter the basement of Brass Tower. They can appear anywhere in Johto at Level 40. When put into battle, these Pokemon will flee. Use a Pokemon that has a move like Sleep Powder to prevent fleeing.
Obtain the National Pokedex after you have received your Kanto Pokemon Starter from Mr. Oak. Speak to Mr. Pokemon to get the Red Orb. Travel to Emedded Tower, a cave along Route 47. You will encounter Groudon at Level 50.
Trade Pokemon to receive Kyogre, a legendary Pokemon found in "Pokemon HeartGold." You must possess both Kyogre and Groudon. Show these Pokemon to Professor Oak. He will give you the Jade Orb. Travel back to Embedded Tower to encounter Rayquaza.
Receive the Pokemon Arceus, which is given away in Pokemon special events. View the official Nintendo Pokemon web site or visit the Serebii event page to find upcoming events (see References). Travel to the Sinjoh Ruins and speak to Cynthia. She gives you the option to choose from among Dialga, Palkia or Giratina.
Earn all eight Kanto badges. This will give you access to Cerulean Cave inside Cerulean City. Mewtwo appears near the end of Cerulean Cave at Level 70.
Earn all 16 Pokemon badges. Articuno appears in the Seafoam Islands at Level 50. Zapdos, also level 50, appears along Route 10 outside the Power Plant. Moltres, the third legendary bird, appears inside Silver Cave in Mt. Silver.
Download the Enigma Stone from a Pokemon Wi-Fi Event to capture Latias. Travel to the Pewter City Museum and speak to Steven Stone. Leave the museum. Steven will stop you and tell you that an angry Latias is in the gym. It waits there at Level 40. You can battle it at any time.
Exit Vermilion City's Pokemon Fan Club. You should have the National Pokedex. Steven Stone informs you that a Level 35 Latios wanders the Kanto region.
