Blaine is a Pokémon trainer and the leader of the Cinnabar Island Gym. He initially appeared in the first generation of "Pokémon" games, and he reappears in subsequent versions of the game, including "Pokémon SoulSilver." Blaine specializes in Fire-type Pokémon, and he uses powerful attacks such as Fire Blast and Overheat. In "Pokémon SoulSilver," you can find him at the Seafoam Islands, which is where he relocated his gym to after being displaced by a volcanic eruption.

Obtain 14 badges and head to Pallet Town. Surf onto Route 21 and continue south to reach Cinnabar Island.

Surf onto Route 20 and continue east to reach the Seafoam Islands. Follow the only staircase you will see to enter the gym.

Use Water, Rock, and Ground-type attacks to defeat the gym trainers. Take the path to the right and circle around the interior of the gym to find Blaine.
