Instructions
Go to the north side of Route 43 and look for the Lake of Rage. Go surfing on the Lake of Rage and look for the Red Gyarados. When the Red Gyarados attacks you, defeat it by either knocking it unconscious or catching it. Go back to the shore.
Talk to Elite Four member, Lance; he will ask for your help against Team Rocket's foothold in Mahogany Town. Go to the Mahogany Town souvenir shop; Lance will show you a secret door to Team Rocket's underground base.
Go through the secret base and fight any enemies you see. Beat the Electrodes; they power the generator in the base. Leave the base; Team Rocket will be gone.
Fight and beat the Ice gym leader, Pryce, in the Mahogany Gym. Leave the Mahogany Gym; you will get a call informing you that Team Rocket is now based at the radio tower in Goldenrod City.
Go to Goldenrod City and then the Goldenrod Tunnel to get a Team Rocket costume. Go to the radio tower. On the fifth floor, you will face a Team Rocket executive named Petrel. Beat him to get the key to the basement.
Go back to Goldenrod Tunnel; you can now unlock the door to the basement. Go through the maze in the basement. When you locate the director of the radio tower, he will give you a Card Key.
Go back to the radio tower. Use your Card Key to open the door that is locked on the third floor of the radio tower. Fight and beat the three Team Rocket executives you will encounter. This will defeat Team Rocket and break their foothold in the town.
Go back to Mahogany Town. The guy selling the rage candy bars will now let you pass into Route 44.
