Instructions
Go to Cerulean City. Walk to the east until you enter the route that connects Cerulean City to Rock Tunnel.
Continue walking east until you come to a stairway leading to a small path with water on one side of it. Surf on the water and head south until you come to a building. This is the Power Plant.
Enter the Power Plant. Walk up the ramp and around the big metal generator. Talk to the man standing on the ledge overlooking the generator. He will inform you that the generator isn't working because a thief stole a mechanical part from it. As you leave the Power Plant, the policeman standing near the ramp will ask you to look for the thief.
Exit the Power Plant and fly back to Cerulean City. Walk to the right from the Pokémon Center and enter the Cerulean Gym. The thief, a member of Team Rocket, will bump into you and then rush out. Follow him out of the Gym.
Head north to Nugget Bridge. The Team Rocket member will notice you halfway across the bridge and hide between two lovers. Talk to him; a battle will start.
Defeat the Team Rocket member. He will tell you that he hid the machine part in Cerulean Gym. Follow him south or simply fly back to the Pokémon Center.
Walk back to Cerulean Gym and go inside. Go around the right side of the pool until you reach a blue beach umbrella with two stacks of inner tubes next to it. Press "A" on the stack to the right and you will find the machine part.
Leave the gym and return to the Power Plant. Go inside the Plant and talk to the man on the ledge over the generator again. Give him the part. Now the train has power, and all you need is a ticket to ride it.
Go back out of the Power Plant and fly to Saffron City. Go to the Copy Cat's house on the northwest side of town. Go upstairs. The Copy Cat will tell you she lost her doll. After she's done talking, go back downstairs and leave the house.
Fly to Vermillion City. From the Pokémon Center, head south and then west to get to the Pokémon Fan Club building just north of the Gym. Go inside and talk to the boy sitting next to a Clefairy. He will tell you the Clefairy is just a doll and will give it to you. Leave the Fan Club building once you have the doll and fly back to Saffron.
Return to the Copy Cat's house, go back up the stairs and give her the doll. In return, she will give you a pass to ride the magnet train. Leave her house and head north to the big building, which is the train station.
Talk to the woman on the train platform and she'll let you through. Go down the stairs and hop on the train.
