Reaching Articuno
Travel north from the entrance of Seafoam Islands and go down the ladder.
Go south until you reach the stairs and then travel to reach the next ladder.
Travel directly west and go down the next ladder.
Travel south until you reach the area with four boulders and two holes in the ground. Use the HM Strength to move one boulder down each hole. Pushing the boulders down the holes will block the strong currents.
Fall down the hole on the west side by walking over it.
Travel north onto the ledge and go up the ladder; then travel slightly south and go up another ladder.
Travel east onto the ledge, then go north and up a ladder.
Travel southwest until you reach the stairs. Go up the stairs the then up the ladder.
Travel east until you reach a single boulder. Use Strength to push the boulder north and down the hole.
Fall down the hole and use Strength again to push the boulder down the next hole. Fall down the next hole.
Travel north onto the ledge and go up the ladder.
Travel south and go up the ladder, then go slightly north and go up the next ladder.
Travel northwest onto the ledge and go up the next ladder.
Travel east until you reach the area with the boulder and hole. Use Strength to push the boulder down the hole and then fall down the hole.
Use Strength again to push the boulder down the next hole and fall down the hole.
Fall down the hole in the next room and travel south until you reach another hole. Fall down this hole.
Travel north until you see Articuno. He is sitting on a ledge.
Capturing Articuno
Go onto the ledge where Articuno is and press the "A" button next to him to engage him in battle.
Attack Articuno with your Pokemon until his health meter is low. All Pokemon are easier to catch when their health is low.
Select Poke Balls from the item menu to throw at Articuno. Catching Articuno may take several attempts because he can break free from Poke Balls.
