The National Park Bug Catching Competition
Walk your character to the National Park near route 37 and Ecruteak town. Using a character with Fly can get you to Ecruteak quickly, but National Park is accessible to all players regardless of whether they have a flying Pokemon.
Play the game on a Tuesday, Thursday or Saturday and talk to the Registrar in any of the gatehouses to register for the Bug Catching Competition.
Walk around the National Park during the competition to spur random encounters. By doing this, it is possible to encounter a Scyther, although it is still unlikely. Scyther only appears about 5 percent of the time.
Repeat Steps 2 and 3 until a Scyther appears. He is available as a random encounter only through these means and has an appearance rate of approximately 5 percent. This may take several tries across several days but persistence will reveal him.
Catching Scyther
Use your Pokemon to weaken Scyther, but avoid making him faint. It is always better to use a large number of weaker attacks than one large attack that could potentially defeat him in one strike.
Throw a Pokeball at Scyther when his health is reduced to red or yellow status. For added insurance, use a higher-grade Pokeball like a Great Ball or Premiere Ball.
Weaken Scyther more and retry a Pokeball if he breaks out of your first attempts.
Use status effect attacks like Sleep or Paralysis if he continues to resist capture. This will reduce the likelihood of escape.
Save your game once Scyther is captured and then visit any PC in any Pokemon Center to use him.
