Plug the USB flash drive in one of your computer's USB ports. Windows will detect it as an external storage device and will assign a new drive to it.
Go to the "Start" menu, and click on "Computer" to open the file manager.
Right-click on the USB flash drive, and select the "Format" option. Note that formatting deletes all data stored on the drive.
Click once on the "File System" drop-down menu, and select the "FAT32" option. Wii consoles only recognize FAT32 drives.
Click "Start" to format the USB flash drive.
Open your favorite Web browser, and navigate to MediaFire, RapidShare or 2Shared to download the "Wad Installer 2.1 by The Chocobo" archive (links are in the Resources section).
Click on the green "Download" button if you navigate to MediaFire. Click on the green "Download" button in the "Save File to" section if you navigate to RapidShare. Click on the "Download" link next to "Save File to your PC," in the bottom-right corner of the page, if you navigate to 2Shared.
Save the archive on your hard disk.
Right-click on the archive you just downloaded, and select the "Extract Here" option. Three files are created in the same folder: Wad Installer.xml, icon.png and boot.elf.
Right-click on the "Wad Installer.xml" file, and select "Rename." Type "meta.xml" as the new name and press "Enter." Meta.xml files provide details about the application, such as name, version and even description. The XML file must be named "meta.xml" if you want your Wii to read it.
Select all three files (meta.xml, icon.png and boot.elf), and press the "Ctrl" and "C" keys at the same time to copy them to the clipboard.
Navigate to the SD card, and create a new folder named "Apps" (without quotes). Create a new folder in the Apps folder, named "WadInstaller" (without quotes).
Press the "Ctrl" and "V" keys at the same time to paste the three files inside the WadInstaller folder.
Unplug the USB flash drive from your computer, and plug in in the Wii console's USB port. The Homebrew Channel automatically detects the drive, installs the WAD Manager tool, and displays it in the application menu (it has a green WAD icon).
