Speak to Candace daily to increase her affection points. Before you can get the blue feather, at least one bachelorette must have an affection points score of eight hearts. Candace usually hangs out in Waffle Town's Tailor Shop during daylight hours.
Present Candace with gifts daily. You can raise Candace's affection points more quickly if you give her gifts that she likes. You can tell if she likes a gift by her reaction. The more hearts that appear above her head, the more she likes the gift. If she seems unhappy, she dislikes the gift.
Give gifts to the Mayor daily. You must befriend the Mayor to four hearts in order to trigger the cutscene that you must see to obtain the blue feather.
Complete Candace's five "heart events." As you raise Candace's affection points, you will trigger cutscenes called heart events at two hearts, four hearts, five hearts (two events) and six hearts. Accept gifts from her and be on time for the dates that she arranges with you.
Exit your home around 8 in the morning on a sunny day. When your affection points level with Candace reaches eight hearts, the Mayor should appear at your front door. In a cutscene, he will explain to you that you need a blue feather to propose.
Wait two days to two weeks. Continue your farm work and continue raising Candace's affections during this time. One morning -- it arrives at random -- you will see a cutscene of a blue bird flying.
Enter the Caramel Falls area. After you see the blue bird cutscene, you can trigger a cutscene in the Caramel Falls area in which you will automatically receive the blue feather.
Present Candace with the blue feather at an opportune time. She will not accept your proposal when she is working inside the Tailor Shop or on a rainy or snowy day. Wait for a sunny morning before 8 when she walks outdoors in front of the Tailor Shop.
