To break the tan rocks, you need a silver hammer. This is not an item that can be found, however--you need to forge one yourself. To do this, you need to find three objects: an iron hammer, two pieces of silver and insect hide.
You need an iron hammer to create a silver hammer, but if you don't have an iron hammer, you need to create that first. For this, you need a cheap hammer. Luckily, a cheap hammer is the one hammer you don't need to create, as it's given to you by Melody the first time you visit Whale Island. Once you have your cheap hammer, you need to access the forge and create an iron hammer by combining the cheap hammer with iron. Iron can be found with relative ease by smashing boulders in the dungeon with your (cheap) hammer.
Find silver in the Lava Ruins, which you can enter by clearing the Green Ruins (the tan rocks are blocking treasure, not the entrance to the ruins). Silver can be acquired in one of two places. Mine for it on the third floor of Lava Ruins by using your hammer to smash boulders, or battle the rock golems on the second floor. There is a small chance that they'll drop silver. Remember, you need two pieces of silver to make a silver hammer.
Find the last object, insect hide, by defeating one of the following creatures: ant, hornet, killer ant, scorpion or beetle. The best place to find these creatures are the Green Ruins, Lava Ruins or the cave on Whale Island. It is not 100 percent guaranteed that these insects will drop their hide after the battle, but if you fight enough of them it's bound to happen more than once.
Now that you have your iron hammer, insect hide and two pieces of silver, use the forge option to create a silver hammer.
Bring your shiny new silver hammer to the tan rocks and smash away. This will clear the path to treasure chests that will provide you with a limitless supply of flour and rice (for some odd reason, they replenish every time you return).
