Start a versus match. Waluigi can be found in any of the game modes, but it will be easiest in a versus match.
Go to the item selection screen and turn off all items except for assist trophies, and set the item incidence to high.
Start the match and start throwing all the assist trophies you can. With some luck and a little time, Waluigi will pop out of one. He will pound your opponent into the ground, kick him a few times and run off.
