Sign up to become a Penguin Secret Agent. This will enable you to start accepting field operations involving missions to find hidden objects and locate and translate enemy codes. Each field operation requires you to solve a specific puzzle in order to get access to the rewards. You'll also need a special spy-phone to visit the Elite Penguin Force, or EPF, Command Headquarters and accept missions.
Click on the large yellow "M" badge on the top corner of the screen to contact a "Club Penguin" moderator. The moderator will then ask you a series of common-sense questions that you must answer correctly. Once you pass the quiz, the moderator will award you a spy-phone for your inventory.
Click on your spy-phone. You'll get a message welcoming you to the team and alerting you that the Penguin Secret Agent base has been destroyed and replaced by the EPF. Click on the "Go" button under the welcome message to teleport to the EPF command room and take a few more tests for accuracy and stealth. Once you complete these, you'll receive an Elite Spy Phone, and you'll be free to accept field operations from the command center.
Teleport to the EPF Command center to choose the mission called Field Operation. There are several field operation missions that require you to find enemy signals, but this particular mission is pretty easy to complete, and you get to explore an underground pool during it. You'll be told about the mission and a little back-story about the enemy, and then you'll be asked if you want to accept the mission. Click on "Go," and you're ready to be James Bond ̵2; only you're a penguin.
Select the Elite Spy Phone icon on the bottom of the screen. It'll look like a little cell-phone. Teleport to the underground pool by choosing the destination from the pop-up list. If you'd like to take the scenic route, head to the main plaza of "Club Penguin" and enter the manhole cover to head underground. The pool is immediately visible on this screen.
Waddle up to the middle window and wait for a new message to pop up from Spy Command; it will tell you to break a code in order to release the signal. On your screen, you'll see four blue squares and four specific symbols for breaking the code. Your job is to use several combinations to get the four symbols in the right order.
Click on a square and loop through the symbols one at a time, placing a symbol in each square. When you get a symbol in the right place, the square will turn green. Otherwise, the square will turn red if the symbol doesn't belong at all, or it will turn yellow if the symbol is in the wrong order. Once you have all the squares green, the enemy signal will unlock and you will receive a medal.
