Get your character to at least level 77. You will also need to obtain the Tome of Cold Weather Flying from Hira Snowdawn, an NPC in Dalaran. If you do not have a flying mount, you can borrow one from Honest Max at K3. Druids with Flight Form will still need to obtain the Tome.
Talk to Gretchen FIzzlespark in K3 to begin the Sons of Hodir quest chain. The quests you will need to complete are "They Took Our Men," "Leave No Goblin Behind," "The Crone's Bargain," "Mildred the Cruel," "Discipline," "Examples to Be Made," "A Certain Prisoner," "A Chance in Scenery," "Is That Your Goblin," "The Hyldsmeet," "Taking On All Challenges," "You'll Need A Bear," "Going Bearback," "Cold Hearted," "Deemed Worthy," "Making a Harness," "The Last of Her Kind," "The Warm-Up," "Into the Pit," "Prepare for Glory," "Lok'lira's Parting Gift," "The Drakkensyrd," "Sibling Rivalry," "Mending Fences," "The Refiner's Fire," "A Spark of Hope," "Forging An Alliance," "You Can't Miss Him," "Battling the Elements," "A New Beginning," "Veranus," "Territorial Trespass," "Krolmir, Hammer of Storms," "The Terrace of the Makers," "The Earthen Oath," and "Loken's Lackeys." These quests are performed sequentially and will unlock one after the other.
Accept the quest "The Reckoning" from Thorim in the Storm Peaks. Upon accepting the quest, you will be directed to meet Thorim at the Temple of Wisdom as a witness to his battle against Loken. After your reach the Temple, there will be two further quests before you complete the Sons of Hodir chain.
