Play the game as you normally would until you reach the fourth level, Turner Railroad.
Complete the mission goals as outlined in your Quests menu. The menu shows a detailed description of what you need to do, and a check mark will indicate what you have accomplished already.
Click on the "Store" page on the top of the game screen, and then click on the "Buildings" tab. Purchase the Blacksmith Shop as soon as it becomes available.
Click on your main character and then click on the "Build" icon on the bottom-right of the screen. Select the blacksmith shop and select the location where you want to build it. You will need 150 gold and 200 wood in order to build the shop.
Click on any of your free workers. Right-click on the newly built blacksmith shop to employ the worker. Click on the "Railroad Supplies" icon that appears above the shop to purchase the items that you need in order to build the first stretch of track.
Click on the "Map" icon at the top of the screen and then click on the "Railroad Blockade" location to the left of town. Click on all the characters that have an exclamation mark above their heads to get information on what is required of you in this mission.
Walk to the bottom-left corner of the map and speak to the woman named Jen. She will tell you that she has a spare license that you can have. After the conversation, you will automatically receive the license and will now be able to buy the explosives that you need.
