Required Stats
To enter the Icy Region where the God Wars dungeon is located, you'll need to either climb through a crevice in the ice or push aside a large rock. The former requires Agility 60, the latter Strength 60. Although they are not strictly speaking a requirement, you will also need good combat stats -- either Attack and Strength above 70 or a Ranged stat of 70 to stand any chance in the dungeon. Some of the monsters can't be killed unless you have Slayer, making this a desirable skill.
Required Equipment
The entrance to the God Wars dungeon is a hole straight down, for which you'll need a rope. You should have good armor. Monsters will attack anyone who's not signaling allegiance to their particular god; if you wear an item for each of the four gods, you will not be attacked. You will need food to heal and some Prayer potions to restore your Prayer points. It is also useful to bring some stat-boosting potions, although you can't use these to circumvent the dungeon's requirements.
Quest Requirements
At minimum, you will need to have begun the "Troll Stronghold" quest in order to get to Trollheim; the Icy Region where the God Wars dungeon is located lies to the north of Trollheim. It's better if you complete the entire quest, as this unlocks the "Eadgar's Ruse" quest. Completeing "Eadgar's Ruse" grants your character the ability to teleport directly to Trollheim.
Getting to the God Wars Dungeon
You can get to the God Wars dungeon by traveling to Trollheim, then climbing down the hill where the town is situated and heading north toward the Icy Region. There are shortcuts to the east of Trollheim which make the journey faster, but you will have to run a gauntlet of throwing trolls to get through. You can use the "Protect from Missiles" prayer to avoid being hit; if your combat level is higher than 137, the trolls won't attack you.
