When "RuneScape" originally came out, users could work through combat tutorials in the city of Lumbridge. Each combat instructor would give you the required weapon to complete the tutorial, with the ranged combat instructor giving you a blue training bow. However, after an update, most of the tutorials were replaced and the instructors no longer hand out weapons. So now in order to get the blue training bow, you need to go to Beefy Bill's Supplies and purchase it.

Collect at least 55 coins. Ideally, you'll get at least 100 coins so that you can buy some arrows for your blue training bow.

Go to Beefy Bill's Supplies, located just outside of Lumbridge.
