Every player is given one city when they begin "Evony." After the tutorial quest, you are left on your own to manage your city's needs. As your resources grow, you may find the need to expand. You may expand your empire by building more facilities such as Cottages, Barracks and Sawmills. If you run out of space, a new city can be built on the world map once you fulfill the requirements.

Train 250 workers at the Barracks.

Obtain 10,000 food, lumber, stone, iron and gold.

Conquer a flat. Click the "Map" button, and select an empty flat. Send your army to attack the flat. After conquering it, select "Build City" to create your new city.
