Cheat Mode
Before you can use any of Civilization IV's cheats, you must first activate Cheat Mode. You can do this by finding and opening the file ̶0;civ4config.̶1; This file should be located in Civilization IV's install directory. Once you have opened the file, find the parameter ̶0;cheatmode = 0̶1; and change it to read ̶0;cheatmode = chipotle.̶1; Now save the file and exit. You may now use the console and Debug mode cheats below.
Console Cheats
Type in Civilization IV's console cheats after pressing the ̶0;~̶1; key. The first console command, ̶0;help,̶1; displays all of the codes that can be used from the console. Here, however, you will only find the commands that are useful from a gameplay standpoint.
The first cheat code, ̶0;Graphics.SetHillScale X,̶1; where X is a number of your choosing, determines the size of the hills in Civilization IV. Cities and units placed on hills have a strategic advantage, but hills are not well-suited for farming. A similar cheat, ̶0;Graphics.SetPeakScale X,̶1; controls the size of peaks, which cannot be built on and are totally impassable, making them excellent strategic choke points for controlling access to certain territories.
Use the cheat ̶0;Map.eraseGameElements̶1; to erase all rivers, features, bonuses and other goodies that can be found, while ̶0;Map.replaceGameElements̶1; simply replaces those elements which are already present. Use four other cheats, including ̶0;Map.generateGoodies,̶1; ̶0;Map.generateBonuses,̶1; ̶0;Map.generateFeatures̶1; and ̶0;Map.generateRivers,̶1; to replot each corresponding element on the current map, should you want to shuffle things around.
Activate the final cheat code from the console, ̶0;Player.setGold X, Y,̶1; in which X is the player number and Y is the amount of gold to be given, is perhaps the most useful, whether you find yourself in need of gold or want to give gold to your opponents in order to make things more interesting.
Debug Mode Cheats
Before you can use any of these cheats you must first activate Debug Mode in addition to Cheat Mode by opening the console by pressing the ̶0;~̶1; key and then typing in the cheat code ̶0;game.toggledebugmode.̶1;
Once you have selected a city, you can press the ̶0;Plus̶1; key to instantly finish whatever that city is producing. Also, ̶0;Shift̶1; and ̶0;Plus̶1; add one to that city's population count while ̶0;Ctrl̶1; and ̶0;Plus̶1; add 10 to that city's culture.
If you select a unit, pressing ̶0;Shift̶1; and ̶0;Plus̶1; will increase that unit's strength by two tenths while ̶0;Shift and ̶0;[̶1; will decrease that unit's strength by two tenths and pressing ̶0;Ctrl̶1; and ̶0;Plus̶1; will level that unit up.
You can also give yourself 1000 gold by pressing ̶0;Ctrl̶1; and ̶0;4̶1; while pressing ̶0;Ctrl,̶1; ̶0;Shift̶1; and left-clicking on a tile will allow you to instantly insert a unit or city on that tile for either yourself or your opponent.
