Start "Arcade Mode."
Select your character from the selection screen.
Win all seven battles. With each win, you will receive a Dragonball. The first five opponents will be different for each character, but the sixth will always be Frieza and the seventh Cell. Dodge opponents' attacks with the "L2" button and a direction on the analog stick. Use strong attacks to heavily weaken your opponent by pressing the "triangle" button.
Select "Shenron Summon" on the main menu. Choose new attacks, unlockable characters or others unlock.
