Download and install DVD burning software, if necessary. You'll need a burning program that can handle .ISO files, a special compressed image file that most PS2 games are saved as. "Nero Burning ROM" can burn images, as can "MagicISO" and "PowerISO." There are trail versions of these programs available to download. The default Windows burning software can't deal with ISOs. Check all of the menus of your burning program for a "burn image" option.
Insert a blank DVD into your computer's DVD drive. There's some debate as to which media types are best for PS2 games. The PS2 laser is a bit sensitive and doesn't read all DVD types. It's best to avoid cheaper discs, like you may find at a dollar store, and stick to the major brands of blank media.
If a window appears asking you what to do with the media, close it. Some computers have default actions for blank DVDs, so a program may open (sometimes "iTunes" or "Windows Media Player"). Close any open programs.
Open your ISO image burning program. Click "File" and "Burn image..." (or similar; the menu location of this option will vary in different programs). There are a few options to consider on the window that appears. First, find the image file by clicking "Browse" next to the "Source" window. Select your DVD drive as the destination (it should be automatically selected). Make sure "finalize disc" is checked.
Select a burning speed from the drop-down menu. You may have a 16X DVD burner, but optimum speed isn't necessarily the best for making PS2 discs. It's recommended that you burn at 2X or 4X to ensure the best results. Click "Burn" to begin creating the disc. Your computer will automatically eject the DVD when the burn process is complete. Label the game (stacks of unlabeled DVDs can get confusing after you've burned a few) and play it on your PS2.
