Press "Circle" to grab any large item when the fight begins. The gas tanker or the water towers can do heavy damage, so try to get one of those first. Press either "L1" or "R1" to lock onto Cerebulon and duck behind a pillar. Press "R2" while hiding behind the pillar to block most of his attack, although you will be hurt slightly. You can also duck and use block while hiding along the sides of buildings after all the pillars have been destroyed.
Maintain your lock on him and wait until he finishes his laser attack. Press "Circle" once Cerebulon has let his guard down after his laser attack to throw your object at him. Press "Square" and "Triangle" to launch energy attacks at him while his shield is down, but stop and duck behind another pillar as soon as his shield goes back up. Grab another large object to throw at him when his shield drops again and repeat this process until he is defeated, ending the first portion of the fight.
Pick up the glowing pieces of Cerebulon's suit, as he will shed them after the first part of the battle. Lock onto him and throw these pieces of his suit at him while running around the area and avoiding his attacks. You'll be hit a few times, but continue this line of attack until he is defeated, which will end the second portion of the battle.
Lock onto Cerebulon again and approach him, but be careful not to get too close to him or too far away from him. This will take some experimenting, but if you're too far away he'll fire a powerful attack at you and if you're too close he'll use a 12-hit combo that takes away most of your health. Press "R1" to strafe right and "L1" to strafe left, and press "Square" and "Triangle" while you're strafing him to steadily decrease his health. Press "Square" and "X" together when your stamina bar is full to perform your special attack. Continue doing this until Cerebulon is defeated and you have won the game.
