Select a car with rear-wheel drive -- front-wheel drive cars cannot do wheelies.
Tune the car's engine to get at least 750bhp and an engine power level of three.
Buy the performance parts to get your Drivetrain, Nitrous and Suspension ratings to level 3 -- suspension in particular is important for pulling wheelies. Get Forced Induction to level 3, and your tires and brakes to level 2.
Stiffen the suspension on the rear wheels and lower the tire pressure.
Custom sculpt the body kit to get the Aero level down as low as possible to help your car maintain a wheelie longer.
Heat your tires before starting the wheelie, like you would in a drag race.
