How to Get Into Tunnels for Tenpenny Tower Quest

Tenpenny Tower is mentioned quite early on in "Fallout 3" once you reach Megaton. Once you reach Tenpenny Tower, you encounter Roy, a ghoul who wants to move into the luxurious building. Once you speak with Tenpenny Tower's head of security, the "Tenpenny Tower" quest begins. If you decide to help Roy break into the tower to wipe out the humans, you must gain access to the tunnels beneath Tenpenny Tower to let the ghoul army in for a surprise attack.

Instructions

  Go to Tenpenny Tower after discussing the plan to let the ghouls into the tower with Roy. Follow your quest marker, head southeast from Warrington Station or simply quick travel using your Pip-Boy.

  Speak with Gustavo and ask him about the emergency exit in the tunnels below Tenpenny Tower. When you have the option to ask for the key, ask. He is apprehensive at first, but if you have a high enough Speech level, you can convince him to give it to you.

  Pickpocket Gustavo if you cannot convince him to just hand the key over to you. You need a fairly high level of Stealth to successfully pull this off. If he catches you, he takes the key back and may become aggressive, so it is best to do this at night so that you don't have all of Tenpenny Tower attacking you.

  Kill Gustavo in his sleep if your Speech and Stealth are too low. Again, unless you want all of the Tenpenny Tower residents and security personnel after you, wait to do this at nighttime and kill him with a melee weapon to cut down on noise. Search his body to get the key.

  Exit Tenpenny Tower once you have the key. Stay in the courtyard and go around to the back of the building. Go down the stairs and through the locked door using the key. Follow the linear path to the security terminal and hack it to open the emergency access door to the tunnels. Roy appears to congratulate you and asks you to meet him at the front door.
