Restart the system to resolve a one-time error. A hiccup in the network connection may result in the error, and refreshing the PlayStation Network can resolve it. Turn the system off, then restart it and reconnect to the network. If the PlayStation Network connection is operational, but the error persists, then a problem with the service provider must be resolved by the developer. If the system cannot connect to the network, continue to troubleshoot the system's connection.
Ensure the PS3 system has an active Internet connection. The router or modem may not have power or be disconnected from the wall socket. If the router seems operational but does not supply an Internet connection, unplug it from its power supply. Wait several seconds and reconnect it to reset the device, and then try to sign in to the PlayStation Network.
Wait for any service downtime to end. Grand Theft Auto has experienced downtime in the past, and network maintenance or a glitch in operation can cause the service to remain inoperative for a period.
