Ask your brother politely to stop his PlayStation 3 gaming because you want to spend time with him. Use truthful examples why you want to spend quality time doing mutually enjoyable activities, such as you're going away to college in the near future and won't get to see him much. If he's old enough, reasoning with him can be effective.
Request that your brother plays the PlayStation 3 whenever you're not around. Whether you want to spend time with him or want the gaming console for your own use, impress upon him that it's fair for him to play when you cannot but that you shouldn't jeopardize the system all the time when you both are around.
Suggest entertaining activities to lure him away from the PlayStation 3. If your brother isn't feeling creative, he may not be able to think of anything more enjoyable to do than playing video games. Share a list of fun pastimes with him to see if he'll want to do one with you.
Approach your parents for help with the situation by explaining that your brother is spending too many hours playing video games. If they agree with you, they may limit his time by establishing household rules or even locking the television.
Take an integral part of the PlayStation 3 and hide it if all else fails. If you remove his controller, power cable or his favorite games, it will prevent him from playing. This act will make him mad, however, so it's not the most effective if you want him to do something with you.
