Unlock powers by playing the game. Most powers unlock at various points during game-play and during the course of the story, so as you progress through the game, expect to unlock various powers.
Receive powers through tutorials. When you are playing "Infamous," you will find that periodically your game will enter into tutorial mode. Completing a tutorial will most likely reward you with a power.
Enter substations to receive new powers.
