Get yourself a new Kevlar vest and a magnum. You can pick these up at the north end of the western island, which is now open to you. The gun shop is about two blocks from the arena.
Head to the boatyard and shoot anyone around it.
Find the switch for the boat (it's in the boathouse, the little pink circle.)
Lower the boat and get in.
Haul it back to Diaz! There are a lot of cops in the water, so you may want to use the Wanted Level cheat. Or you could just drive really fast.
