How to Avoid Police in Grand Theft Auto: Vice City Stories
Wait until the police have left the area before committing a crime. This won't keep you from gaining a "wanted level" (the blinking stars in the upper left hand corner) for every crime, but it will for lesser crimes.
Take time between crimes. For example, if you steal a car, wait a few moments before running over a pedestrian or shooting someone. The faster you commit crimes in succession, the quicker you will raise your wanted level.
You can outrun police to remove a wanted level of one or two stars. If you can simply avoid being captured for a certain amount of time, the police will lose interest in you. At higher levels, however, they will pursue you at all costs.
Use the "Pay-n-Spray" garages to lose higher wanted levels. Be sure that the police are not in visual range when you enter the garage.
Complete missions to lose your wanted level if you have blinking stars during the mission. Unless the mission is specifically designed to have you remove your wanted level first, your stars will stop blinking and the police will lose interest in you.
