Lance Vance
The character you must receive the mission from is known as Lance Vance. You can find him in the Downtown Vice City hotel or the Vice City Arena depending on where you are in the game. If you are able to perform a mission for him, an "L" symbol will appear on your map, indicating his location.
From Zero to Hero
The name of the mission that unlocks the second island is "From Zero to Hero." This mission involves stealing a car and driving it to the second island. You will be chased by helicopters, so dodge their bullets as you cross the bridge to the second island. Additionally, the cops will begin chasing you once you cross the bridge, but once you reach your target location, they will abandon the chase.
Completion
Upon completion of "From Zero to Hero" you will have access to the second island, a safehouse on the second island where you can save your game, and the ability to buy a helicopter, giving you access to virtually any area in Vice City.
Access
After you complete the mission, the second island can be accessed one of three ways: crossing the bridges to the second island in a vehicle or on foot, using a boat to dock in one of the island's ports, or using a helicopter or other aerial vehicle to land directly on the island.
