How to Get Jiraiya's Flaming Rasengan

With the Flame Rasengan, Jiraiya, one of the legendary ninjas from the Leaf Village, can throw a flaming hot energy-filled fireball at the opponent that can take away half of the opponent's power.   Obtain Jiraiya's records. Visit the ShuShuya restaurant in the Leaf Village and look for Lady Tsunade. The ShuShuya restaurant is the restaurant with the blue roof. Press "X" to talk to her and ask her on a date. Tsunade will agree to the date and give you Jiraiya's records.

  Obtain pages from the "Make-Out Paradise" novel. You acquire the "Make-Out Paradise" novel by completing the first chapter, titled "Chapter 1 -- Survival Exercise."

  Engage in 10 battles, and then visit the Leaf Village. Visit Konohamiaru's Items inside of the Ninja Academy. Walk up to Konohamaru, the short child with the spiked hair, and press "X." Press the "Scroll of Fire Style Secret" to receive it. Having all three items will automatically unlock the "Flame Rasengan" special move.
