Assess the damage. If the label, which contains the reflective data surface on the reverse side, is peeling off or flaking, then there isn't much you can do. If the plastic clear part of the disc is damaged, you might be able to save it.
Clean the disc thoroughly. Using a CD cleaning kit, or a soft cloth and a glass cleaner, gently clean away any dust and grime. Wipe the disc from the center to the edge, rather than making a circular motion. If you don't have a glass cleaner handy, a splash of vinegar in a bowl of water will work. You can use isopropyl alcohol in a pinch, but make sure not to get any on the label side.
Test your disc. If it spins and attempts to read for some time, rather than failing instantly, you may be close to fixing it. At this point, you should test another, working PS2 CD to make sure it is in fact the CD and not your PS2.
Apply a thin layer of peanut butter across any scuff marks or scratches, and let the CD sit for a few minutes. Wipe the peanut butter off and clean the disc again. Test it.
