Place Resident Evil Outbreak in a PlayStation 2 with an installed network adapter and power on the console.
Select "Network" from the main menu of Resident Evil and then choose "Free Mode," which will connect you to the Lobby, which is the gateway to the multiplayer component of Outbreak.
Notice in the upper right corner of the Lobby there is a number. This is the amount of people currently able to participate in a multiplayer game. If the number is at zero, you cannot play multiplayer.
Select "Room List" from the Lobby to be taken to a list of available multiplayer games. Each room will list the amount of players in the room and the total maximum amount allowed before the game begins.
Choose a room that is listed as either "DVD-ROM" or "HDD" based on your settings. If you do not have a PS2 hard drive, do not choose an "HDD" room. Having the hard drive makes Resident Evil Outbreak load faster, easing the wait for players during a multiplayer match.
Select "Standby" once you have entered a room to wait for the game to begin. While there, you are able to press "Triangle" and chat with your fellow players as you await the next match.
