NTSC, the television standard used in the United States, calls for a screen refresh rate of 60 hertz, or 60 frame per second, but most Blu-ray movies are encoded at 24 frames per second. The PlayStation 3 has the option of playing Blu-ray discs at 24 frames per second over an HDMI connection for smoother playback, effectively lowering the refresh rate.

Turn on the PlayStation 3.

Use the controller to scroll to "Settings" on the XMB bar.

Go down the "BD/DVD settings."

Go down to "BD 1080p 24 Hz Output (HDMI)." Select either "Automatic" or "On."
