Plug the USB storage device into the computer and open it up. Create a new folder on the storage device named "PS3". Enter into the "PS3" folder and then create another folder named "UPDATE". Ensure that you retain the upper-case format of both folders when naming them or they may not work.
Download the PS3 3.21 firmware from Sony's Playstation 3 support site and save the file in the "UPDATE" folder that you created in Step 1.
Rename the downloaded update file in the "UPDATE" folder to "PS3UPDAT.PUP", ensuring that all characters in the file name are upper-case.
Disconnect the USB storage device from the computer and connect it to the USB ports on the back of the PS3 console.
Turn on the PS3 console and navigate to the "Settings" menu in the PS3 user interface. Scroll down to select "System Update" and then press the "X" button on the wireless controller to select it.
Choose "Update via Storage Media" from the list of available options and press the "X" button once again to confirm your selection.
Allow the console to download the update file from the USB storage device and install it automatically. Press the "X" button to clear the screen once the installation has completed. You can check if the installation was successful by navigating to the "System Settings" menu within the main "Settings" menu and then selecting "System Information", where the firmware version number will display as 3.21.
